Cost of Living ‘Top-Ups’ for existing projects. This scheme has now closed
The long-lasting impact of the Covid pandemic and the cost of living crisis on the arts, is of major concern for Arts Council of Wales and we have made significant alterations to some of our funds, to help arts organisations.
Changes to the Create fund.
We are raising the cap from £10,000 to £50,000 for applications relating to Business Development & Business Re-modelling for organisations for Create, our National Lottery funded programme. This will apply for the next four rounds of Large Grants.
This means that if your organisation has costs relating to business development, business re-modelling, and training costs, you can now apply for up £50,000.
The application dates for these rounds are:
- 12 July 2023
- 23 August 2023
- 4 October 2023
- 17 January 2024
The focus of your application should be on strengthening the capability and resilience of your arts organisation to be more dynamic and sustainable by developing a business model that works in the current circumstances.
We will be keen to see projects that develop and improve business and management skills to support your creative work (including business planning, fundraising, and marketing).

We recognise that costs relating to existing projects may have increased. Your project budget may have been affected by inflation, you might have seen increases in your energy bills, or are experiencing other cost of living related challenges.
To support individual artists and arts practitioners, and arts organisations who hold an existing lottery project grant for over £1,000, you may request a Top-Up grant of up to 15% of your remaining grant. You can apply for funding up to 8 weeks before your project is due to end. (Please note that these Top-Ups do not apply to existing Capital Grants).
